Hervé Clément, RIPE NCC region representative, has been elected by the ASO Address Council (ASO AC) to serve as ASO AC/NRO NC Chair in 2023. Hervé Clément’s appointment was confirmed during the ASO AC teleconference held on 11 January 2023.

Hervé has appointed Nicole Chan (APNIC region) and Ricardo Patara (LACNIC region) to assist him in his role serving as vice chairs.

ASO AC Chair elections are held annually in January. The chair and vice chairs each serve a one-year term.

The Address Supporting Organization Address Council (ASO AC) is pleased to announce that it has re-appointed Brajesh Jain as their delegate for the 2023 ICANN Nominating Committee (NomCom).

Mr Jain is an active participant in the APNIC community. His one-year term will begin during the ICANN 75 Annual General Meeting which will take place in Kuala Lumpur in September 2022.

The ICANN NomCom is an independent committee tasked with selecting key ICANN leadership positions, including some members of the ICANN Board of Directors and the Public Technical Identifiers (PTI) Board, as well as other selections as set forth in the ICANN Bylaws.

On 1 May 2022, the ICANN Board of Directors approved Standard Bylaws Amendments to Article 10 of the ICANN Bylaws. The resolution approving the Standard Bylaws Amendment is available at https://www.icann.org/resources/board-material/resolutions-2022-05-01-en#2.c.

The approved Standard Bylaws Amendments are identical to the proposed amendments posted for Public Comment at https://www.icann.org/en/public-comment/proceeding/icann-bylaws-amendments-ccnso-proposed-changes-to-article-10-and-annex-b-21-01-2022.

Delivery of the Secretary’s Notice on 10 May triggered a 21-day period during which any member of the ASO community can submit a rejection petition on the matter. If you would like to submit a Rejection Action Petition to the ASO, please consult Section 2 of Annex D of the ICANN Bylaws for the requirements which must be met by a Rejection Action Petition (https://www.icann.org/resources/pages/governance/bylaws-en/#annexD)

This 21-day period commenced on 10 May 2022 and will end at 23:59 PDT on 31 May 2022, or 06:59 UTC on 1 June 2022.

Any Rejection Action Petition should be sent to the ASO Secretariat ( secretariat [at] aso.icann.org ) before the deadline.

The ASO AC is pleased to announce that it has selected Christian Kaufmann to serve for a three-year term in Seat 10 of the ICANN Board of Directors.

Mr. Kaufmann will begin his term at the conclusion of the ICANN 75 Annual General Meeting, scheduled to be held in September 2022 in Kuala Lumpur.

Selection Process
Mr. Kaufmann’s appointment is the result of a lengthy selection process, which included a public call for nominations, a public comment period, written and videoconference interviews with the candidates, as well as a voting process in which all eligible ASO AC members were given the opportunity to vote.

ICANN’s Nominating Committee (NomCom) is responsible for the selection of eight ICANN Board Members, two Public Technical Identifiers (PTI) directors, and other selections as set forth in the ICANN Bylaws.

The 2022 NomCom will fill eight open leadership positions: three members of the ICANN Board of Directors, one member of the Public Technical Identifiers (PTI) Board of Directors, two regional representatives to the At-Large Advisory Committee (ALAC), one member of the Generic Names Supporting Organization (GNSO) Council, and one member of the Country Code Names Supporting Organization (ccNSO) Council.

The Address Supporting Organization Address Council (ASO AC) is pleased to invite nominations for candidates from the Internet Numbers Community to run for an open seat on the 2022 ICANN NomCom as delegate of the ASO.

The term for the elected delegate will be one year starting in the Annual General Meeting ICANN 75 in Kuala Lumpur in September 2022.

Specific criteria and requirements regarding the NomCom composition and NomCom delegates are outlined in Article 8, Sections 8.2 and 8.4 of the ICANN Bylaws (https://www.icann.org/resources/pages/governance/bylaws-en/#article8).

Criteria for the selection of the delegate to the NomCom include:

  1. Accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and with experience and competence with collegial large group decision-making;
  2. Persons with wide contacts, broad experience in the Internet community, and a commitment to the success of ICANN;
  3. Persons whom the selecting body is confident will consult widely and accept input in carrying out their responsibilities;
  4. Persons who are neutral and objective, without any fixed personal commitments to individuals, organizations, or commercial objectives in carrying out their Nominating Committee responsibilities;
  5. Persons with an understanding of ICANN’s mission and the potential impact of ICANN’s activities on the broader Internet community who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and
  6. Persons who are able to work and communicate in written and spoken English.

Time Commitment for the ASO NomCom Representative

All positions require regular participation in virtual meetings via telephone and Zoom. The positions may involve significant international travel when pandemic-related travel restrictions lift. Reasonable and properly documented expenses incurred in the course of service by all selected leaders will be reimbursed.

The ASO AC will be responsible for the selection of the delegate based on the following timeline:

  • Announcement of call for nominations for 2022 ICANN NomCom: 7 April 2022

  • Evaluation of nominations by the ASO AC: 8 to 18 May 2022
  • Voting period by the ASO AC: 19 to 26 May 2022
  • Announcement of selected delegate: around 27 May 2022

Dear colleagues,

As a result of the successful IANA Stewardship transition in 2016, the IANA Numbering Services are currently managed through a Service Level Agreement between ICANN and the five Regional Internet Registries (RIRs).

As part of the result of the IANA Stewardship transition, the IANA Numbering Services Review Committee (IANA RC) was established in 2016. The IANA RC is composed of representatives from each RIR region and advises and assists the RIRs in the review of the IANA Numbering Services.

The IANA services are currently provided by Public Technical Identifiers (PTI), which publishes monthly performance reports on the IANA Numbering Services website.

Based on these monthly performance reports, the five RIRs have produced the 2021 IANA Performance Matrix Summary Report.

30-Day Public Comment Period

The IANA RC is now launching a 30-day public comment period to seek comments and input from the community on the IANA numbering services performance and the 2021 IANA Performance Matrix Summary Report.

The IANA RC encourages all members of the Internet number community to review the public IANA Performance Matrix Summary Report.

Comments on the IANA service performance should be sent to: iana-performance [at] nro [dot] net.

The IANA RC will publish an annual report in March 2022 as advice to the NRO EC with its evaluation of the IANA Numbering services. The report will be based on the IANA Performance Matrix Summary Report and on any input gathered from the global number community.

The public comment period ends on Wednesday, 9 March 2022 at 23:59 UTC.

All public comments will be published on the NRO Website in the dedicated IANA RC section and will be considered as input to the final report by the IANA. At the end of the 30-day public comment period, the IANA RC will meet and evaluate all input to the final report.

Kevin Blumberg, ARIN region representative, has been re-elected by the ASO Address Council (ASO AC) to serve as ASO AC/NRO NC Chair in 2022. Kevin Blumberg’s appointment was confirmed during the ASO AC teleconference held on 12 January 2022.

Kevin will once again be assisted in his role by Mike Silber (AFRINIC region) and Hervé Clément (RIPE NCC region) as vice chairs.

The selected candidate will serve for a three-year term, which will begin at the conclusion of the ICANN Annual General Assembly to be held during the ICANN 75 Meeting, scheduled to be held in September 2022.

All nominated candidates must meet the selection criteria and conflict of interest requirements as outlined in Article 7 of the ICANN Bylaws and will undergo a due diligence review by an independent ICANN contractor.
