The Number Resource Organization Number Council* (NRO NC) has completed its qualitative analysis and summary of the community responses received to the questionnaire on the proposed principles to update ICP-2. The questionnaire was open from 8 October until 6 December 2024. During this window, we received 298 individual submissions from the Regional Internet Registry (RIR) communities. The summary and the raw data questionnaire are available here

This summary provides an overview of the input received, first and foremost, to support the drafting of the updated ICP-2 document, and secondly, to report back to the RIR communities. Thirdly, the feedback provides important insights that will be valuable for the future implementation of the updated version of ICP-2.

The summary does not include the NRO NC’s opinions on or responses to the comments submitted, nor does it include an evaluation of the communities’ opinion on the principles. The NRO NC will continue to discuss the communities’ feedback as well as the input  received through ICANN’s public comment while drafting the updated ICP-2 document.

For each proposed principle, respondents could express their level of agreement through a five-point opinion scale (Strongly Agree, Agree, Neutral, Disagree, or Strongly Disagree) and provide comments. Additionally, they could share general feedback at the end of the questionnaire.

It was noted in reviewing the responses that approximately half were found to be duplicate comments. The duplicate responses were consolidated and considered as a single input. It is important to note that these near-identical responses have also been included in this analysis. We have provided more details on how these responses were identified and treated in the Methodology section of the summary and the PDF containing the text of the comments.

Further, many responses provided a rating that did not match the content of the response. In these cases, we prioritised the content of the response, rather than using the rating. For the purposes of transparency, the full datasets with the duplicate responses, as well as a filtered dataset without duplicate answers are available in both PDF and CSV formats. We encourage you to browse through the actual data along with reading our summary.

We sincerely thank everyone who has shared their insights. It was a long questionnaire, and we appreciate the time, thought and effort put in by our respondents.

*The Number Resource Organization Number Council (NRO NC) is also known as the Address Supporting Organization Address Council (ASO AC) within ICANN, where it serves as the body responsible for overseeing global policy development related to Internet number resources.

The feedback period for the proposed ICP-2 principles has officially concluded. During this process, we received nearly 300 responses from the different Internet communities associated with each Regional Internet Registry (RIR). Below is the total breakdown of responses by region:

The questionnaire was open from October 8 to December 6, 2024, allowing participants to share their opinions, rate each principle, and provide additional comments.

In the coming weeks, we will begin working on a qualitative analysis of the responses received, which will be shared with the Internet community.

This process focuses on reviewing and updating the fundamental principles of ICP-2, a key document that defines the criteria for recognizing and evaluating RIRs. Updating these principles strengthens transparency, governance, and the operations of the RIRs, reaffirming their accountability to the global Internet community.

We would like to thank everyone who participated and provided feedback during this critical process. Your contributions are essential to ensuring that these principles reflect the needs and expectations of our community.

The NRO has announced that it is extending the deadline for individuals in the global Internet community to participate in the questionnaire focused on a proposed principles document that will be used to update the Internet Coordination Policy-2 (ICP-2).

This past 8 October, the Number Resource Organization (NRO), the coordinating body for the global Regional Internet Registries (RIRs), called on individuals in the global Internet community to participate in a questionnaire focused on a proposed  principles document that will be used to update  the Internet Coordination Policy-2 (ICP-2).

ICP-2, first created in 2001, identifies the criteria for an organization seeking to become a new RIR. In October 2023, the Address Supporting Organization Address Council (ASO AC) was asked by the NRO Executive Council to update the ICP-2.

This proposed principles document is the first major step in the ASO AC’s work of revising ICP-2. It sets forth the core principles that the ASO AC believes should be reflected in the next version of ICP-2. In addition to principles on RIR governance, ecosystem, lifecycle, recognition and operation, the document also provides principles for the potential ‘derecognition’ of an RIR if it fails to adhere to the criteria established.

You may view the proposed principles here: https://www.nro.net/policy/internet-coordination-policy-2/proposed-icp-2-version-2-principles/

At this stage, comments are solicited on the principles themselves, rather than specific amendments to the text of the document. The ASO AC will incorporate the comments received to draft a revised version of the ICP-2 document to present to stakeholders for further feedback.

The questionnaire is located at https://ripe-ncc.typeform.com/icp-2 and will take approximately 7 – 10 minutes to complete. Responses can be submitted in English, French, Spanish and Portuguese, the official working languages of the RIRs. Respondents will see the option to choose one of these languages if their browser is not set to English. In line with the extension announced today, the questionnaire will remain open for input until Friday, 6 December 2024. For more information, please visit https://www.nro.net/policy/internet-coordination-policy-2/

About the RIRs and NRO

The RIRs share the global responsibility for Internet number resource management. The registry system has been managing allocations of IPv4 and IPv6 addresses and Autonomous System Numbers for the past few decades, with the oldest registry dating back to 1992. There are five RIRs – ARIN, APNIC, AFRINIC, LACNIC and the RIPE NCC. The RIRs coordinate their activities under the aegis of the Number Resource Organization (the NRO), and the heads of the RIRs together form the NRO Executive Council.

 NRO NC and Its Role

The NRO Number Council (NRO NC), which also functions as the Address Supporting Organization Address Council (ASO AC) under ICANN’s structure, oversees the process of global IP address policy development and advises the ICANN Board on policy issues relating to the operation, assignment and management of IP addresses. It also appoints two members to the ICANN Board of Directors and provides recommendations on IP address policies.
