Dear colleagues,

As you may be aware, as a result of the successful IANA Stewardship transition in 2016, the IANA Numbering Services are today being managed through an SLA between ICANN and the five Regional Internet Registries (RIRs).

As part of the result of the IANA Stewardship transition, the IANA Numbering Services Review Committee (IANA RC) was established in 2016. The IANA RC is composed of representatives from each RIR region, and advises and assists the RIRs in the review of the IANA Numbering Services.

The IANA services are today provided by Public Technical Identifiers (PTI), which publishes monthly performance reports on the IANA Numbering Services.

Based on these monthly performance reports, the five RIRs have produced the 2019 IANA Performance Matrix Summary Report.

30 Day Public Comment Period

The IANA RC is now launching a public comment period of 30 days, seeking comments and input from the community on the IANA numbering services performance and the 2019 IANA Performance Matrix Summary Report.

The IANA RC encourages all members of the Internet number community to review the public IANA Performance Matrix Summary Report.

Comments on the IANA service performance should be sent to: iana-performance [at] nro [dot] net.

The IANA RC will publish an annual report in March 2020, as advice to the NRO EC with its evaluation of the IANA Numbering services. The

report will be based on the IANA Performance Matrix Summary Report, as well as any input gathered on the performance from the global number community.

The public comment period ends on Friday, 4 March 2020 at 23:59 UTC.

All public comments will be published on the NRO Website in the dedicated IANA RC section, and will be considered as input to the final report by IANA. At the end of the 30-day public comment period, the IANA RC will meet and evaluate all input to the final report.

The IANA RC 2019 Report will be published here when finalized.

Kind regards,

Nurani Nimpuno
Chair, IANA Numbering Services Review Committee

On 27 December 2019, the Number Resource Organization (NRO), acting as the Address Supporting Organization (ASO), submitted the following correspondence to ICANN regarding the Internet Society’s proposed transfer of ownership of PIR, the .org registry, to Ethos Capital:

From: Oscar Robles-Garay
To: John Jeffrey
CC: Maarten Botterman
CC: Göran Marby
CC: ecadmin [at] icann.org

ICANN Secretary,

The 5 Regional Internet address Registries (RIRs) have participated in ICANN since its inception, collectively in the names of the NRO (Number Resource Organization) and the ASO (Address Supporting Organization).

With the recent ASO Review, the NRO communities reaffirmed our relationship with ICANN as a critical component of the global Internet Governance ecosystem, and our participation in ICANN as a Decisional Participant in the Empowered Community.

The NRO has reviewed recent events surrounding the proposal by ISOC to transfer the ownership of PIR, the .org Registry, to Ethos Capital. While we do not normally engage in policy matters related to the DNS, we consider ICANN’s handling of this proposal to be an important Internet governance decision, with bearing on the community’s trust in ICANN, and the legitimacy of the ICANN model.

We have therefore agreed to issue an Inspection Request to ICANN (as follows), in the name of the ASO as a Decisional Participant in the Empowered Community. We believe that confirming the process that will be used for review of the assignment of the .org registry agreement, including the extent of public input into that process, will enhance the transparency of the decision making and strengthen public trust in ICANN.

Request:

“As a Decisional Participant in the Empowered Community and pursuant to ICANN Bylaws section 22.7, the ASO hereby submits this Inspection Request to inspect the records of ICANN, including minutes of the Board or any Board Committee, for the purpose of determining whether the ASO’s may have need to use its empowered community powers in the near future relating to the potential assignment of the .org Registry Agreement. For this purpose, the ASO seeks to inspect any ICANN records which pertain to or provide relevant insight to the process by which ICANN will consider (and potentially approve) the assignment of the .org Registry Agreement, including the process by which input from the affected community will be obtained prior to ICANN’s consideration and potential approval of the assignment.”

Best Regards,

Oscar Robles-Garay

Chair of the NRO EC
(On behalf of the ASO as a Decisional Participant in the Empowered Community)

The Inspection Request is publicly archived on the ICANN Empowered Community Administration mailing list here.

More information will be posted as soon as it becomes available.

In its capacity as a Decisional Participant in the Empowered Community, the NRO EC (acting as the ASO) has agreed to support the Fundamental Bylaws Amendment to Article 18, Section 18.7(b) of the ICANN Bylaws relating to the composition of the IANA Naming Functions Review as posted by the ICANN Board according to its Resolution 2019.09.08.05.

The ICANN Empowered Community Administration was informed of the ASO’s decision on Wednesday 27 November 2019.

Process

In accordance with its role as a Decisional Participant in the Empowered Community, the NRO reviewed the proposed change and concluded that this ICANN Bylaws change would not impact the Internet Number community and allows ICANN to remain accountable to its Bylaws-mandated mechanisms.

As per Article 3 of the ASO Procedures for ICANN Empowered Community Powers, the RIR communities were informed and asked for Feedback. No feedback was received.

As per Article 5 of the procedures, the NRO EC subsequently held a teleconference on 26 November, during which the NRO EC determined whether to support, reject or abstain from approving the Bylaw Change.
