Musa Stephen Honlue

HONLUE Musa Stephen leads Smart Africa’s capacity-building portfolio. His flagship responsibility is the WARDIP (DTfA/WARDIP SOP‑1) supported by the World Bank, which aims to train 30,000 government officials across Africa in Data Governance (including AI), Cyber Security, Broadband & Connectivity, and Green Digital, with a 40% women participation target.

Before joining Smart Africa, Musa spent 11 years at AFRINIC across transformation, programme delivery and capacity building roles. As Project Manager and Transformation Lead (Agile Coach), he helped turn strategy into execution through predictable operating cadences, led organisational agile adoption, coordinated platform modernisation initiatives, and built KPI dashboards to improve performance visibility. He also led Communications & PR during a critical period, establishing agile work rhythms and governance reporting. Earlier at AFRINIC, he built and scaled the certi::6 IPv6 certification programme and delivered training for 1,500+ engineers across 26 countries in English and French, while supporting secure and MANRS-compliant network deployments through deployathons and hands-on technical assistance.

Musa’s earlier experience includes serving as Trainer and Systems/Network Administrator at the University of Dschang, where he led the design and management of campus network infrastructure, managed the local Cisco Networking Academy, and pioneered early e-learning deployments.

He has also contributed to the Internet Society community as a MANRS Ambassador and moderator, mentoring fellows and delivering training on routing security and network operations. His work sits at the intersection of digital policy capacity building, operational excellence, and practical implementation at scale.
