Filiz Yilmaz

Filiz Yilmaz is currently running her own firm ​goodnets.net​, a boutique consultancy with a mission to work for the good of the Internet, mainly focusing on relationship management, partnership and business development, event and training organization, Internet infrastructure resource management, Internet policy and telecom regulation. Among her current clients are ​Asteroid International​, a start-up providing highly automated and cost-effective Managed IXP solutions helping local traffic exchanged and ​PeeringDB​, a not-for-profit organization providing a freely available user-maintained database of networks and the go-to location for interconnection data, which is a fully community-driven initiative, run and promoted by volunteers.

Previously, during 2014-2018, she held the positions of Director of Network Operations and Sr Manager Network Strategy EMEA at Akamai Technologies. In this capacity, she was responsible of the EMEA Infrastructure budget, scaling work cycle processes and KPIs, operational excellence, increasing efficiency and reducing the cost of Akamai production line of building capacity. During her initial years at Akamai, she managed relationships with significant interconnection, peering and Transit partners in EMEA, increasing Akamai capacity and footprint across region.

Between 2010-2013, she held the position of Senior Director, Participation and Engagement at ICANN. Her responsibilities included, restructuring the ICANN Public Comment Period and Policy Development Processes, developing the ICANN Newcomers Programme, introduction of a Leadership Programme for the training and adequate on-boarding of new Board members and Community Leaders of ICANN, overall responsibility of the remote participation tools and channels enabling live participation to public ICANN events and liaison and consensus building between ICANN Board, Staff and Community.

From 2001 to 2010, Filiz worked at the RIPE NCC. She most recently held the position of Policy Development Officer, where she worked in development the formal RIPE Policy Development Process, helping community members in drafting policy and position papers, introduced and managed the production of Impact Analysis reports, provided liaison and conflict resolution between Community, Board and Staff and representing RIPE NCC in various fora and industry events.

At the RIPE NCC, she initially held positions at the Registration Services Department, working actively on Internet number resource management, and delivering training courses on Internet number resource policy, DNSSEC and Routing Registry. This position was the start of her involvement in the critical Internet resource management, routing and peering and helped her tremendously in growing her understanding of the issues surrounding them from various aspects including policy, strategic and operational matters.

Filiz started her career in the Internet industry in 1996 in Turkey at the Middle East Technical

University Computer Center – the institution that played a key role in bringing the Internet to Turkey. She managed the development of a university-wide net ethics program and led the development of training courses on newly-introduced Internet technology and applications for both university community and the civil servants in the city of Ankara, in co-operation with management of the governmental offices.
