Address Council

The ASO Address Council (ASO AC) consists of the 15 members of the NRO Number Council (NRO NC). The NRO NC is an elected body of 15 volunteers and is called for in the Internet Corporation for Assigned Names and Numbers (ICANN) Bylaws.

While similar in name, the ASO and the ASO AC are distinct groups and have separate responsibilities.

ASO AC Members

Each of the five RIRs appoints three members to the ASO AC. Each RIR’s community appoints two members and one member is appointed by the RIR’s Executive Board. An overview of current and past ASO AC members can be found here.

ASO AC Responsibilities

As outlined in the ICANN – ASO MoU, the ASO AC:

  • Oversees the GPDP.
  • Provides recommendations to the ICANN Board concerning the recognition of new RIRs.
  • Defines procedures to appoint Directors to serve in the ASO’s two seats (Seat 9 and Seat 10) on the ICANN Board of Directors and to serve on other ICANN bodies.
  • Provides advice to the ICANN Board on Internet number resource allocation policy, in conjunction with the RIRs.
  • Develops procedures for conducting business in support of their responsibilities, in particular for the appointment of an ASO AC Chair and definition of the Chair’s responsibilities.

ASO AC Operating Procedures

The ASO AC’s work and activities are guided by the ASO AC Operating Procedures.

Global Policy Development Process (GPDP)

The ASO AC participates in the GPDP as outlined in section 6 of the ASO AC Operating Procedures. At the beginning of each year, the AC forms a Policy Proposal Facilitator Team (PPFT) consisting of one council member from each of the regions. The PPFT is responsible for carrying out the GPDP steps as outlined in the Operating Procedures.

Appointment to the ASO AC

ASO AC Chair and Vice Chair Selection

At the beginning of each year, the ASO AC selects a Chair. The new Chair then selects two ASO AC Members to serve as Vice Chairs. The ASO AC Operating Procedures outline this process.
