Devesh Tyagi
Dr. Devesh Tyagi is the Chief Executive Officer of the National Internet Exchange of India (NIXI), where he oversees the Indian Registry for Internet Names and Numbers (IRINN), which has allocated over 10.5 million IPv4 and nearly 15.2 billion IPv6 addresses, and manages a network of 75+ Internet exchange points across India. He also leads the ‘.IN’ country-code top-level domain registry, which provides multilingual domain names across all 22 scheduled Indian languages.
Dr. Tyagi advocates for inclusive and multilingual Internet access and is a leading voice in the digital policy landscape. As Chair of the India Internet Governance Forum (IIGF), he has spearheaded national dialogue on emerging public-policy issues and led capacity-building initiatives that introduce students and young professionals to global Internet governance processes. He has also driven national efforts to advance IPv6 adoption and technical skills development through structured engagement with academic and research institutions.
Prior to joining NIXI, Dr. Tyagi served for several years at India’s National Informatics Centre (NIC), contributing to the development of large-scale software systems and e-government services. He later joined the Software Technology Parks of India (STPI) as Senior Director, where he played a role in shaping policy for the electronics system design and manufacturing (ESDM) sector while continuing to promote product innovation and entrepreneurship. An engineer by training, he holds degrees in computer science and software systems, culminating in a PhD, and has more than three decades of experience in India’s IT and ESDM sectors.
Internationally, Dr. Tyagi represents India’s Internet infrastructure interests across key multistakeholder and technical forums. He participates in the United Nations Internet Governance Forum, represents NIXI in ICANN processes including the ccNSO Internet Governance Liaison Committee and the Meetings Programme Committee, engages with APNIC on numbering and policy matters, and contributes to regional coordination through forums such as APTLD.
