You are invited to nominate candidates from the ARIN region to fill one (1) seat on the Number Resource Organization (NRO) Number Council that will become vacant when Louis Lee’s term expires on 31 December 2012. Candidates must be willing to serve a three (3) year term beginning 1 January 2013. Incumbents may be nominated for consecutive terms.

Any individual residing within the ARIN service region may be nominated, with the exception of Regional Internet Registry staff members. Self-nominations are permitted. Please note that the NRO Number Council representatives now fulfill the role of ICANN’s ASO Address Council. Responsibilities of NRO NC representatives are outlined in the ASO Memorandum of Understanding.

The ASO Address Council (AC) has selected Raymond Alan Plzak to fill Seat 9 on the ICANN Board for a three-year term.

As a result, Mr. Plzak will continue as a member of the Board after the end of ICANN 44, Prague, Czech Republic from 24-29 June 2012.

The ASO would like to congratulate Mr. Plzak on his re-appointment and thank him for his hard work and commitment during his first term.

The ASO AC would also like to thank the other candidates, who demonstrated great knowledge and expertise during the selection process.

ICANN has formally announced news that the ICANN Board has ratified the Global Policy Proposal for Post Exhaustion IPv4 Allocation Mechanisms by the IANA.

The policy GPP-IPv4-2011 was sent to the ICANN Board by the Address Supporting Organization (ASO) Address Council on 13 March 2012.

ICANN then posted the proposal for public comment from 14 March 2012 through 4 April 2012, during which time no comments were submitted.

The Global Policy provides a mechanism for Regional Internet Registries to return IPv4 address space to an IANA-managed pool. Once active, address space in this pool can be allocated, in equal shares, to the five RIRs.

The announcement notes that ICANN staff will be taking all necessary steps to implement the new global addressing policy.

LACNIC is pleased to announce the election of Ricardo Patara as the representative of the LACNIC region to the ASO Address Council/NRO Number Council. The election was held on May 11th, 2012, during the LACNIC XVII meeting in the city of Quito, Ecuador.

Ricardo was elected to occupy a seat in the Address Council from January 1, 2013 until December 31, 2015.

ITEMS International, a consultancy engaged by the NRO to conduct this current review, delivered its report in early 2012. A public comment period closed on 6 April 2012.

On 30 April 2012 the NRO, submitted its considered response (PDF), formulated with the assistance of the ASO Address Council (ASO AC), to the 26 recommendations of the report and the one recommendation received during the ICANN public comment period.

The Address Supporting Organization Address Council (ASO AC) advises that the public Comment Phase in the selection process to elect a representative to serve on Seat Number 9 of the ICANN Board, is extended to 23:59 (UTC) Thursday, 27 April 2012.

Interview Phase is also extended and will now include the period during the Address Council’s face-to-face meeting on 26-27 April, immediately following the ARIN XXIX Public Policy and Members Meeting in Vancouver, British Columbia.

Consistent with the ASO Memorandum of Understanding (ASO MoU), the Address Supporting Organization Address Council (ASO AC) has completed a final review of the global policy proposal: “[GPP-IPv4-2011] Global Policy for Post Exhaustion IPv4 Allocation Mechanisms by the IANA”.

The proposed policy governs the redistribution of address blocks returned to IANA. The policy calls for IANA to accept return of address space into a reclamation pool and then to reallocate these addresses to RIRs based on equal distribution twice a year.

The proposal has been adopted by all RIRs, passed by the NRO EC to the ASO AC, and was submitted to the ICANN Board of Directors in line with the provisions of the ASO MoU (Attachment A, Article 7).

The request, dated 14 March 2012, seeks ratification of the GPP in fulfilment of Articles 8 and 9 of Attachment A in the ASO MoU. ICANN has acknowledged receipt of the GPP from the ASO AC and began a 21 day Comment Period in Accordance with the Board’s Review Procedures for Global Internet Number Resource Policies Forwarded for Ratification by the ASO Address Council in Accordance with the ASO MoU. The Public Comment Period will end on 4 April 2012.

Comments are invited to inform the ICANN Board prior to the Board’s decision regarding ratification of the Proposal. Details on the Comment Period are available on the following page: Global Policy Proposal Recovered IPv4 Address Space.

After its review of the ASO, ITEMS International has produced its report, which has now been accepted by the NRO. This report has been submitted to ICANN, which will shortly launch a public comment process.

At the completion of that process, the NRO will publish its considered response to the survey, to its recommendations, and to community feedback received.

The LACNIC region has issued an open call for nominations for a representative to fill one (1) seat on the NRO Number Council / ASO Address Council to cover the vacancy generated by the position of Sebastián Bellagamba whose term ends on December 31st 2012. The elected representative must be willing to serve a term of three years starting on January 1st 2013.
