Consistent with the ASO Memorandum of Understanding and ICANN Bylaws, the Address Supporting Organization Address Council (ASO AC) is responsible for the appointment of a representative to serve on Seat Number 10 of the ICANN Board.

The ASO AC is pleased to announce the following five candidates for its upcoming appointment:

  • Charles Daniel Otine
  • Edwin Martin Salazar Vega
  • Kuo Wei Wu
  • Hassan Zaheer

ICANN has announced a Public Comment Period relating to the implementation of GPP-IPv4-2011: Global Policy Proposal for Post Exhaustion IPv4 Allocation Mechanisms by the IANA.

The ICANN Board announced ratification of GPP-IPv4-2011 on 17 May 2012. The proposal had reached consensus in all Regional Internet Registry (RIR) regions and was reviewed by the NRO EC and the ASO AC prior to transmission to the ICANN Board on 13 March 2012.

The policy provides a mechanism for the redistribution of IPv4 address space returned to an IANA-managed pool. Once active, address space in this Recovered IPv4 Pool can be allocated, in equal shares, to the five RIRs.

The IANA reports that the RIRs have so far returned approximately 1¼ of /8s of address space in almost 150 prefixes.

The Comment Period will remain open until 23:59 (UTC) 25 October 2012. The purpose of this consultation is to gather input on the most appropriate way to make these changes for the different users of the IANA IPv4 address registries.

At a Plenary session of the RIPE 65 Meeting on 28 September 2012, Dmitry Kohmanyuk was elected to the Number Resource Organization Number Council (NRO NC). The NRO NC performs the function of the ICANN Address Supporting Organization Address Council (ASO AC).

Dmitry will serve a three-year term from 1 January 2013 to 31 December 2015. The election was to fill the seat being vacated by Dave Wilson.

On 17 August 2012, the ASO AC called for nominations for the ASO appointment to Seat 10 on the ICANN Board of Directors.

The nomination period will end on 19 October 2012.

If you are considering nominating someone or yourself, please do not wait until the end of the nomination phase. Nominees will need time to sign and return a letter certifying they are of good character, before the end of the nomination period. Failure to meet the deadline will make nominees ineligible for consideration by the ASO AC Qualification Review Committee.

Consistent with the ASO Memorandum of Understanding and ICANN Bylaws Article VI Section 8.1.e and 8.4, the Address Supporting Organization Address Council (ASO AC) calls for nominations for Seat Number 10 on the ICANN Board.

The ASO AC will announce the full timeline for the selection process after its September meeting.

According to ASO AC Operating Procedures, the nomination period will be open for at least 60 calendar days. Based on this, the nomination period will close at 23:59 UTC on 19 October 2012, pending ASO AC ratification of the selection process timeline.

All candidates must sign a Letter of Certification detailing previous conduct and character. The ASO Secretariat will send this letter to each applicant along with instructions on what to do next. The ASO AC is unable to consider candidates who fail to follow these instructions.

Additionally, the elected candidate will be subject to an independent due diligence review conducted by an ICANN provided contractor (election procedures section 7.4.9). This review is similar to those performed with all ICANN Board selected candidates.

Announcement of the winner will follow the successful review report. The ASO AC election procedures are found in Section 7 of the ASO AC Operating Procedures and are available on the ASO website at:

Article VI of the ICANN Bylaws states that: “At any given time, no two Directors selected by a Supporting Organization shall be citizens from the same country or of countries located in the same Geographic Region.” The ASO AC selection for Seat 9 of the ICANN Board of Directors resides in the ARIN region, so nominees for Seat 10 cannot come from that region.

You are invited to nominate candidates from the ARIN region to fill one (1) seat on the Number Resource Organization (NRO) Number Council that will become vacant when Louis Lee’s term expires on 31 December 2012. Candidates must be willing to serve a three (3) year term beginning 1 January 2013. Incumbents may be nominated for consecutive terms.

Any individual residing within the ARIN service region may be nominated, with the exception of Regional Internet Registry staff members. Self-nominations are permitted. Please note that the NRO Number Council representatives now fulfill the role of ICANN’s ASO Address Council. Responsibilities of NRO NC representatives are outlined in the ASO Memorandum of Understanding.

The ASO Address Council (AC) has selected Raymond Alan Plzak to fill Seat 9 on the ICANN Board for a three-year term.

As a result, Mr. Plzak will continue as a member of the Board after the end of ICANN 44, Prague, Czech Republic from 24-29 June 2012.

The ASO would like to congratulate Mr. Plzak on his re-appointment and thank him for his hard work and commitment during his first term.

The ASO AC would also like to thank the other candidates, who demonstrated great knowledge and expertise during the selection process.
