As a member of the ICANN community (CBUC) for the last 10-years and founder of the .TRAVEL TLD (2005), I want to add my support for Raimundo Beca to fill the ASO seat on the ICANN Board. Over the years I have observed that Raimundo brings an open perspective and balanced approach to ICANN’s important work taking the time to meet with the community and engage in in-depth dialogue about the issues. He also has the benefit of ‘corporate memory’, i.e. he has been a part of the ICANN process for many years now and understands that there are many aspects that need to be considered on all of the different topics ICANN speaks to.

I urge the ASO AC to return Riamundo as your representative on the ICANN Board of Directors.

It is my pleasure and privilege to express my support for Raimundo Beca, as Board Director at ICANN, appointed by the Address Council.
I have known and worked with Raimundo for several years, in a variety of challening activities at ICANN, and of course, due to my background in the Internet policy issues, I am well aware of his leadership and involvement in addressing and broader Internet issues within the Latin American Region. Raimundo’s participation in Internet issues is much broader, though, as he has led many significant activities within ICANN that are making a real difference for ICANN, as it is growing and fulfilling its core mission.
During the time I have known Raimundo, he served on the ICANN President’s Advisory Committee, a group appointed to provide strategic advice and counsel to the ICANN President. This group developed and advanced broad consultation with the full community of stakeholders to ensure that ICANN undertook significant and meaningful commitments in areas as important as improving accountability and transparency. Many of the elements of the PSC’s work helped to underpin the Affirmation of Commitments, which has led to a new stage of ICANN’s evolution.
I also experienced the opportunity to interact with Raimundio in his leadership during the GNSO Improvements activities; these were particularly challenging to the stakeholders within the GNSO, and Raimundo’s background and expertise and calm and committed manner in engaging with the stakeholders in working through challenging differences of view contributed to the successful of this critical stage of restructuring within ICANN. Raimundo has established a recognized presence within the broader base of stakeholder groups within ICANN and is well respected by all of the commercial stakeholder groups, as well as the technical community he comes from. He has also been an active Board member at all aspects of the new gTLD process and his commitment to ensuring that this new expansion also addreses stability and securiy of the Internet is much valued by the business community.
ICANN will benefit greatly by having Raimundo returned as a Director of ICANN. His maturity, thoughtfulness, commitment, and his experience and expertise adds a balancing and thoughtful voice into the Board, and into the broader base of ICANN’s stakeholders. I believe he is the best candidate for the ASO, and that his return to the Board is much needed.

In my role as an Asia Pacific Regional At-Large Organisation appointed
member of the At-Large Advisory Committee (ALAC) and particularly as its
Chair since 2007, I have had the opportunity and pleasure of interacting
directly with Raimundo as a member of the ICANN Board in general, and more
specifically in his role within the Structural Improvements Committee and
the ALAC Review process. During these intensive and extensive opportunities
I have always found him approachable, effective, thoughtful, interactive and
always willing to discuss matters with our diversified community. He takes
time to listen to our voices and concerns and to ensure that each
interaction and discussion we have held formally and informally was treated
with all due consideration and to provide or challenge us with
thoughtful responses.

His history in matters so important to our at-large community such as data
privacy, data security, access to public files, software intellectual
property rights, and access and accessibility issues.

Clearly he brings, as would be expected of an ASO nominee, exemplary
technical background and skills, but his maturity, wealth of experience and
professional history as a Board Member or Company Director, in conjunction
with his Government Ministry experience beyond ICANN and his activity in so
many key Committees within it coupled with his corporate knowledge of ICANN
and the energy and commitment he brings to these roles also need to be
considered by the ASO as the consider his reappointment for a third and
final term.

I have had occasion to work closely with Raimundo is his role as a member of the Structural Improvements Committee (SIC) for the past several years. He was the liaison from the SIC while I was the chair of the GNSO responsible for implementing last years GNSO transition.

During this time I found him extremely reliable and available. Some of the issues in the GNSO transition were very thorny and took many iterations between the GNSO and the SIC. I found his participation invaluable in completing an impossible task in fixed time. I have told him in the past, that without his participation I am convinced we would not have gotten the new council seated. Additionally I felt no compunction at contacting him any day of the week and at some strange times, and his replies where also prompt – the guys puts in real time service to ICANN.

It is not for me to tell the ASO who to pick as their representative, but I have valued working with Raimundo in our respective roles, and would be very happy to continue seeing him as a member of the ICANN Board.

Hello,

While I also know and respect another candidate for the post, which makes this slightly awkward, I believe that Raimundo Beca richly deserves a new term on the board. I first met Raimundo in the 1980s when he was representing the French government and playing an influential role in the Organization for Economic Cooperation and Development (OECD) on global information and communications policy issues. More recently, in my time as a GNSO Council member and representative of the NCSG, I have found him to be knowledgeable and insightful on gTLD issues, and fair and balanced in his approach to the contending interests and viewpoints gathered under the ICANN umbrella. In particular, he was very helpful in facilitating the NCSG’s establishment when he served as a member of the Structural Improvements Committee. And he has been an important bridge builder to developing countries,with which a deeper and richer engagement is a priority going forward. ICANN is lucky to have him, particularly at this juncture in its evolution within the evolving global Internet environment.
