I first worked with Dima while we were rolling out the very first commercial Internets in the early 1990s. He is an exceptionally capable and broadly skilled technologist and Internet professional. Most notable, he has a proven track record of making progress in highly chaotic and uncertain situations. That steadiness and foresight is matched by his ability to work at multiple levels simultaneously: technical, operational, administrative, and governance. These skills have been further honed and demonstrated since those early years. Dima will bring vital capabilities to the ICANN board.
ICANN needs people like Dima, who focus on the long term and the technical underpinnings of what should be a neutral platform focused on reliability and speed. He would bring experience and wisdom to the role.
I have known Dima for many years. He has been a long term member of the RIPE community, key person in the ENOG community and the Russian iternet community. He has served on the RIPE NCC board where he served as ICANN liason. He always shared his experience, insights and perspective, and is passionate about the Internet and its governance.
I belive he would be an excellent candidate for the ICANN board.
Dima and I served at the RIPE NCC Board for 7 years where he was our liaison to ICANN. He has an excellent understanding of Internet Governance, Global Policy and the dynamics in the ICANN and the I-Star sector. I think he would be a very valuable addition to the ICANN board.
Dmitry has the right mix of infrastructure builder skills and appropriate experience to deal with multinational environment and multistakeholderism. I know Dmitry since early 90th and can ensure he’s right candidate for the Board.
Dmitry is one of the people I can always rely on to bring a fresh perspective and wise counsel to any situation. He is not a politician (a quality I greatly value) but instead approaches every situation with honesty and integrity.

When I started in the internet industry, just over 10 years ago, Dima was introduced to me as an Internet expert from Russia and since then I have had many opportunities to discuss technical, policy and governance issues with him. The noticeable calm of Dima, his insights and balanced leadership have been very valuable to the community in past decades and will also be very beneficial for the position on the ICANN board.
I can recommend Dima for his application for a seat on the ICANN board.
I have known Dima for a few years, since he first ran for the RIPE NCC board in 2006. Since then I have enjoyed my interactions with Dima, whom I see as a smart, tranquil and astute long term thinker who is also keen to jump in when the situation demands it. During his tenure at the RIPE NCC board he was instrumental in keeping the RIPE region together as one, bringing new participants and views into the pool. He knows both the addressing and naming aspects of ICANN’s role from the inside as an active participant in both.
I have known Dmitry for 10+ years and in this time he has demonstrated a unique ability to quickly convert community interests into tangible efforts. He is extremely effective in gaining consensus on a wide variety of issues, ranging from technical to governance. When seeking respected members of the global technical community to help manage the DNSSEC root key, Dmitry’s independent and bottom-up consensus building approach made him a very valuable candidate. As a community, we are fortunate to have someone so passionate about the border-less, wall-less, cross-cultural medium he helped build from UUCP to present. I am proud to consider Dmitry both colleague and friend. I support his application as candidate for the ICANN board.
I met Dmitry when he invited me at ENOG 2016 in Moscow, then at ENOG 2017 in St Petersburg, and IGF 2018 in Paris. From our conversations he was very friendlly, direct and meaningful in his ability to express viewpoints both in prospective and realistic visions. I have no doubt that he must be a leader in all fields of his profession. This is a highly desirable profile in the present world of disruptive evolutions. Whatever the internet future, Dmitry will have a significant role in it.
I’ve know and worked with Dima for many years, particularly the past 6 while serving on the ARIN Board. He’s displayed a complete understanding of the Internet policy and governance system and encourages others to participate. He generally only speaks when others have missed a critical point and it’s always a well thought out, sound point. He has served in a region with many countries with varying needs and desired outcomes and has mastered the art of multistakeholder diplomacy. I believe Dima would be a great addition to the ICANN board and support his candidacy for Seat 10.
I have known Dmitry for almost 10 years. Although, I cannot say we always agree, I do not doubt his professional qualities and technical knowledge and skills. He is a passionate Internet pioneer, an active ICANN participant and a technical expert, deeply involved in Internet development and governance. He has considerable experience in serving on governing bodies, listening to community and addressing complex issues.
I know Dimitry more then 13 years when he was first elected to the RIPE NCC board. I’ve had the please to share a three year term on the RIPE NCC board with him and I know his qualities first hand. He would be a very welcome addition to the ICANN board. I’m very happy to support his candidacy.
i have know Dima for nearly 20 years in various capacities, his RIPE board experience, regional and local focus and interest in eastern european, russian, and asian Internet development will bring a much needed breath of new ideas and opinions to global Interenet governance. ICANN is poised to make fundamental changes and Dima can facilitate those needed changes.

Dmitry has been an active member of the ICANN community since the early 2000s. When I was CEO of ICANN, Dmitry worked with my colleagues and I to help advance the cause of a multistakeholder internet coordination in the Russian technical and government environment. Dmitry I’ve known for over twenty years. He has proven to be a real professional in telecommunications. He is without any doubt a responsible and knowledgeable member of the internet community, and an expert of internet governance. He perfectly feels and foresees the change happening in the internet industry. Him becoming a member of the board will be an enrichment for ICANN.
I’ve started to work with Dmitry in 1992. At that time I was the Director of Russian Institute for Public Networks (RosNIIROS), on the base of which several non-commercial (at that time!) projects were started, among them: Russian R&E Network, Moscow Internet Exchange, coordination of TLD RU. Dmitry took part in all of them, either as an adviser, or being directly engaged in the process – on the pro bono basis. I can say that his participation has been very helpful for us and I was happy working with him. According to his qualification, I highly recommend Dmitry for the ICANN board, seat 10.
Dmitry is a well-known Internet expert in Russia and worldwide. His assessments and forecasts are usually fair, and his professional experience is very impressive for everyone with whom he interacts. He is an actvie member of ICANN-related community for many, many years and it would be a great value for ICANN to have him as a member of the Board.

I know Dmitry over 10 years. Dmitry has strong knowledge and extensive experience in Internet and ICT fields. Until just recently, Dmitry helps Kazakhistani local community with the Root DNSSEC issues. Besides being a joy to work with, Dmitry is a take-charge person who is able to present creative ideas and communicate the benefits. I’ve realised few techinical projects under Dmitry’s supervision. The projects success was a direct result of the plans implemented by Dmitry. Dmitry was also extraordinarily helpful in other areas of the Internet Association of Kazakhstan. Anyone who has attended ICANN or other Internet related meetings must know Dmitry very well. There is no need to doubt his important contribution to the development of the Internet in Russia for over 30 years. It is definitely not easy to build the Internet in a big country like Russia and therefore, there must be lots of things we could learn from Dmitry. I do know Dima since the eighties when the Internet in the Sovjet Union got started. Not only had he always had a keen eye on the technology but also on governance issues resulting in applying the technology. We might nt always agree in the proposed resolution, nevertheless I support his application as candidate for the ICANN board.

Dmitry has been active in the ICANN and broader Internet Governance arena for longer than ICANN has been in existence. His knowledge and understanding of Internet addressing especially through his history at RIPE makes him an outstanding candidate for this seat on the ICANN board. I know Dimitri well from the time we served together at ICANN when I was CEO. Dimi was always objective, insightful, constructive and highly engaged in ICANN policy issues and community activities. As ICANN CEO I was aided greatly by him on my trips to Russia and other countries. His insights were well formed and sound. I also think it is important that all key nations have the opportunity to provide their best Internet experts to the board. ICANN would benefit greatly from his unique geopolitical experience and perspective on the board.
Russia has one of the largest national Internet communities in the world and it is a shame that within 20 years, no single Russian was elected/selected to the ICANN Board. But it would be not only the geo-political wisdom to place Dima on Seat 10 into the ICANN Board, it is primarily his personality, his technical experience, his enourmous knowledge and his never ending engagement for a free, save, open and unfragmented Internet which qualifies him to serve in the ICANN Board.

Being we both Community Representatives COs for the west coast DNSSEC process facility I’ve known Dima for many years now.
