The Number Resource Organization (NRO), the coordinating body for the global Regional Internet Registries (RIRs), is calling on individuals in the global Internet community to participate in a questionnaire focused on a proposed principles document that will be used to update the Internet Coordination Policy-2 (ICP-2).
ICP-2, first created in 2001, identifies the criteria for an organization seeking to become a new RIR. In October 2023, the Address Supporting Organization Address Council (ASO AC) was asked by the NRO Executive Council to update the ICP-2.
This proposed principles document is the first major step in the ASO AC’s work of revising ICP-2. It sets forth the core principles that the ASO AC believes should be reflected in the next version of ICP-2. In addition to principles on RIR governance, ecosystem, lifecycle, recognition and operation, the document also provides principles for the potential ‘derecognition’ of an RIR if it fails to adhere to the criteria established.
You may view the proposed principles here: https://www.nro.net/policy/internet-coordination-policy-2/proposed-icp-2-version-2-principles/
At this stage, comments are solicited on the principles themselves, rather than specific amendments to the text of the document. The ASO AC will incorporate the comments received to draft a revised version of the ICP-2 document to present to stakeholders for further feedback.
The questionnaire is located at https://ripe-ncc.typeform.com/icp-2 and will take approximately 7 – 10 minutes to complete. Responses can be submitted in English, French, Spanish and Portuguese, the official working languages of the RIRs. Respondents will see the option to choose one of these languages if their browser is not set to English. This questionnaire will remain open for input from Tuesday, 8 October until Friday, 6 December 2024. For more information, please visit https://www.nro.net/policy/internet-coordination-policy-2/
Your feedback is appreciated and will directly impact the new version of the ICP-2. We look forward to your valuable insights.

About the RIRs and NRO
The RIRs share the global responsibility for Internet number resource management. The registry system has been managing allocations of IPv4 and IPv6 addresses and Autonomous System Numbers for the past few decades, with the oldest registry dating back to 1992. There are five RIRs – ARIN, APNIC, AFRINIC, LACNIC and the RIPE NCC. The RIRs coordinate their activities under the aegis of the Number Resource Organization (the NRO), and the heads of the RIRs together form the NRO Executive Council.
NRO NC and Its Role
The NRO Number Council (NRO NC), which also functions as the Address Supporting Organization Address Council (ASO AC) under ICANN’s structure, oversees the process of global IP address policy development and advises the ICANN Board on policy issues relating to the operation, assignment and management of IP addresses. It also appoints two members to the ICANN Board of Directors and provides recommendations on IP address policies.
