  1. Glenn Kowack says:

I first worked with Dima while we were rolling out the very first commercial Internets in the early 1990s. He is an exceptionally capable and broadly skilled technologist and Internet professional. Most notable, he has a proven track record of making progress in highly chaotic and uncertain situations. That steadiness and foresight is matched by his ability to work at multiple levels simultaneously: technical, operational, administrative, and governance. These skills have been further honed and demonstrated since those early years. Dima will bring vital capabilities to the ICANN board.

  2. Esther Dyson says:

ICANN needs people like Dima, who focus on the long term and the technical underpinnings of what should be a neutral platform focused on reliability and speed. He would bring experience and wisdom to the role.

  3. Hans Petter Holen says:

I have known Dima for many years. He has been a long term member of the RIPE community, key person in the ENOG community and the Russian iternet community. He has served on the RIPE NCC board where he served as ICANN liason. He always shared his experience, insights and perspective, and is passionate about the Internet and its governance.

I belive he would be an excellent candidate for the ICANN board.

  4. Christian Kaufmann says:

Dima and I served at the RIPE NCC Board for 7 years where he was our liaison to ICANN. He has an excellent understanding of Internet Governance, Global Policy and the dynamics in the ICANN and the I-Star sector. I think he would be a very valuable addition to the ICANN board.

  5. Dmitry has the right mix of infrastructure builder skills and appropriate experience to deal with multinational environment and multistakeholderism. I know Dmitry since early 90th and can ensure he’s right candidate for the Board.

  6. Mike Silber says:

Dmitry is one of the people I can always rely on to bring a fresh perspective and wise counsel to any situation. He is not a politician (a quality I greatly value) but instead approaches every situation with honesty and integrity.
There are qualities that would be well suited to a member of the ICANN Board.
    * I will also make comments on other candidates, to the extent my opinions may help you in forming your own.

  7. Benno Overeinder says:

When I started in the internet industry, just over 10 years ago, Dima was introduced to me as an Internet expert from Russia and since then I have had many opportunities to discuss technical, policy and governance issues with him. The noticeable calm of Dima, his insights and balanced leadership have been very valuable to the community in past decades and will also be very beneficial for the position on the ICANN board.

I can recommend Dima for his application for a seat on the ICANN board.

  8. João Damas says:

I have known Dima for a few years, since he first ran for the RIPE NCC board in 2006. Since then I have enjoyed my interactions with Dima, whom I see as a smart, tranquil and astute long term thinker who is also keen to jump in when the situation demands it. During his tenure at the RIPE NCC board he was instrumental in keeping the RIPE region together as one, bringing new participants and views into the pool. He knows both the addressing and naming aspects of ICANN’s role from the inside as an active participant in both.

  9. Rick Lamb says:

I have known Dmitry for 10+ years and in this time he has demonstrated a unique ability to quickly convert community interests into tangible efforts. He is extremely effective in gaining consensus on a wide variety of issues, ranging from technical to governance. When seeking respected members of the global technical community to help manage the DNSSEC root key, Dmitry’s independent and bottom-up consensus building approach made him a very valuable candidate. As a community, we are fortunate to have someone so passionate about the border-less, wall-less, cross-cultural medium he helped build from UUCP to present. I am proud to consider Dmitry both colleague and friend. I support his application as candidate for the ICANN board.

  10. Louis Pouzin says:

I met Dmitry when he invited me at ENOG 2016 in Moscow, then at ENOG 2017 in St Petersburg, and IGF 2018 in Paris. From our conversations he was very friendlly, direct and meaningful in his ability to express viewpoints both in prospective and realistic visions. I have no doubt that he must be a leader in all fields of his profession. This is a highly desirable profile in the present world of disruptive evolutions. Whatever the internet future, Dmitry will have a significant role in it.

  11. Aaron Hughes says:

I’ve know and worked with Dima for many years, particularly the past 6 while serving on the ARIN Board. He’s displayed a complete understanding of the Internet policy and governance system and encourages others to participate. He generally only speaks when others have missed a critical point and it’s always a well thought out, sound point. He has served in a region with many countries with varying needs and desired outcomes and has mastered the art of multistakeholder diplomacy. I believe Dima would be a great addition to the ICANN board and support his candidacy for Seat 10.

  12. Katrina Sataki says:

I have known Dmitry for almost 10 years. Although, I cannot say we always agree, I do not doubt his professional qualities and technical knowledge and skills. He is a passionate Internet pioneer, an active ICANN participant and a technical expert, deeply involved in Internet development and governance. He has considerable experience in serving on governing bodies, listening to community and addressing complex issues.

  13. Andreas Wittkemper says:

I know Dimitry more then 13 years when he was first elected to the RIPE NCC board. I’ve had the please to share a three year term on the RIPE NCC board with him and I know his qualities first hand. He would be a very welcome addition to the ICANN board. I’m very happy to support his candidacy.

i have know Dima for nearly 20 years in various capacities, his RIPE board experience, regional and local focus and interest in eastern european, russian, and asian Internet development will bring a much needed breath of new ideas and opinions to global Interenet governance. ICANN is poised to make fundamental changes and Dima can facilitate those needed changes.

  16. Paul Twomey says:

Dmitry has been an active member of the ICANN community since the early 2000s. When I was CEO of ICANN, Dmitry worked with my colleagues and I to help advance the cause of a multistakeholder internet coordination in the Russian technical and government environment. He brings a good sense of humour and patience to such tasks. He is well regarded by his technical colleagues and by other ICANN participants – and brings a needed view of the Internet/ICANN from the Russian/CIS perspective. Dmitry would make a fine ICANN board member.

  17. Elena Voronina says:

Dmitry I’ve known for over twenty years. He has proven to be a real professional in telecommunications. He is without any doubt a responsible and knowledgeable member of the internet community, and an expert of internet governance. He perfectly feels and foresees the change happening in the internet industry. Him becoming a member of the board will be an enrichment for ICANN.

  18. Alexei Platonov says:

I’ve started to work with Dmitry in 1992. At that time I was the Director of Russian Institute for Public Networks (RosNIIROS), on the base of which several non-commercial (at that time!) projects were started, among them: Russian R&E Network, Moscow Internet Exchange, coordination of TLD RU. Dmitry took part in all of them, either as an adviser, or being directly engaged in the process – on the pro bono basis. I can say that his participation has been very helpful for us and I was happy working with him. According to his qualification, I highly recommend Dmitry for the ICANN board, seat 10.

  19. Michael Yakushev says:

Dmitry is a well-known Internet expert in Russia and worldwide. His assessments and forecasts are usually fair, and his professional experience is very impressive for everyone with whom he interacts. He is an actvie member of ICANN-related community for many, many years and it would be a great value for ICANN to have him as a member of the Board.

  20. I’ve known Dima for almost 10 years now as a responsible and knowledgeable member of the ICANN community. He is capable of being a good ICANN Board member and contributing in this role to the success of ICANN. He is a keen observer of both the Internet governance environment and of the domain industry, both of which are key to ICANN’s future.

  21. Janos Zsako says:

I have known Dmitry for a long time. We have worked together for many years on the Executive Board of the RIPE NCC.
Dmitry has a deep knowledge of many technical aspects of the Internet and at the same time he is able to see the global picture.
In his role of ICANN liason he has always followed closely the events related to Internet governance.
I am convinced he is a very good candidate for occupying seat number 10 of ICANN’s BoD.

  22. Djalolatdin Rakhimov says:

.UZ administration kindly supports Dmitry as a member of board!

  23. I know Dmitry over 10 years. Dmitry has strong knowledge and extensive experience in Internet and ICT fields. Until just recently, Dmitry helps Kazakhistani local community with the Root DNSSEC issues. Besides being a joy to work with, Dmitry is a take-charge person who is able to present creative ideas and communicate the benefits. I’ve realised few techinical projects under Dmitry’s supervision. The projects success was a direct result of the plans implemented by Dmitry. Dmitry was also extraordinarily helpful in other areas of the Internet Association of Kazakhstan. 29. Yudho Giri Sucahyo says:

Anyone who has attended ICANN or other Internet related meetings must know Dmitry very well. There is no need to doubt his important contribution to the development of the Internet in Russia for over 30 years. It is definitely not easy to build the Internet in a big country like Russia and therefore, there must be lots of things we could learn from Dmitry. Those lessons learned must be beneficial for ICANN and therefore I strongly support him for a seat on the ICANN Board.

  30. Brian Nisbet says:

Dmitry is exactly the kind of person who should be on the ICANN Board. I do know Dima since the eighties when the Internet in the Sovjet Union got started. Not only had he always had a keen eye on the technology but also on governance issues resulting in applying the technology. We might nt always agree in the proposed resolution, nevertheless I support his application as candidate for the ICANN board.

  33. My belief is that the ICANN Board will benefit from having Dmitry Burkov as a member. He represents a strong voice for the addressing and domain name industry. From my knowledge he is experienced in all areas; technical, internet governing and others. He has played an important role in encouraging the development of the Internet in eastern Europe, meaning he would add his geo-political knowledge into the ICANN Board. On top of that, his personality, his mild irony, kindness, and his enourmous knowledge and strong engagement for a global free, secure, and open Internet qualifies him to serve in the ICANN Board. I’ve met Dmitry in my capacity as Trusted Community Representative for signing the root zone of the Domain Name System.

  34. Is a real pleasure for me support Dmitry for a seat on the ICANN Board.

  35. Keith Davidson says:

Dmitry has been active in the ICANN and broader Internet Governance arena for longer than ICANN has been in existence. His knowledge and understanding of Internet addressing especially through his history at RIPE makes him an outstanding candidate for this seat on the ICANN board. A Russian citizen on the ICANN Board would also enhance ICANN’s own commitment to diversity.

  36. Chuck Gomes says:

  40. Leonid Todorov says:

I am very pleased to see Dima run for the Board as if elected, he should be very instrumental, given his rich expertise, absolute integrity, and prohpetic vision. Besides, he should be that missing link which should help ICANN reach out to communities across Eurasia, which should appreciate Dima’s “squeak code”, and ensure their meaningful engagement with the rest of the ICANN community. I am hopeful that this time, the community is going to make the right choice and his nomination has my uqualified support.

  41. I think the ICANN Board will benefit from the participation of Dmitry Burkov. He is a sane and authoritative voice for the addressing community. He is widely experienced in all facets of the RIR/addressing community. He has encouraged the development of the Internet in eastern Europe. His experience, intelligence and wisdom highly qualify him for the position that he is seeking, and that he will fulfil with excellence.

  42. I know Dimitri well from the time we served together at ICANN when I was CEO. Dimi was always objective, insightful, constructive and highly engaged in ICANN policy issues and community activities. As ICANN CEO I was aided greatly by him on my trips to Russia and other countries. His insights were well formed and sound. I also think it is important that all key nations have the opportunity to provide their best Internet experts to the board. ICANN would benefit greatly from his unique geopolitical experience and perspective on the board.

  43. Wolfgang Kleinwaechter says:

Russia has one of the largest national Internet communities in the world and it is a shame that within 20 years, no single Russian was elected/selected to the ICANN Board. But it would be not only the geo-political wisdom to place Dima on Seat 10 into the ICANN Board, it is primarily his personality, his technical experience, his enourmous knowledge and his never ending engagement for a free, save, open and unfragmented Internet which qualifies him to serve in the ICANN Board.

  44. Olaf Kolkman says:

I’ve known Dima from the time I joined the RIPE NCC late 90s and Internet Governance was new for me, but not for him.

He has extensive knowledge about ICANN’s different roles and has a very clear view of how the future work should be focused for ICANN to continue it’s responsibilities and leadership regrding Internet resources management and public policies.
His experience and ability to express his thoughts, work in a multistakeholder enviroment and build consensus will be a key asset in any Internet related organization.
I do extensively recommend him as a valuable candidate for occupying seat number 10 of ICANN’s BoD.

  46. Andy Linton says:

I’ve known Dima for many years from his work with RIPE NCC and as one of the DNSSEC Crypto Officers. I’m very happy to support his candidacy.

His great experience being long standing Board Member of the RIPE NCC, its ICANN liaison, have given him valuable knowledge and skills in the field of Internet governance. Nevertheless, he is not only passionate expert but has the ability of being the voice of reason. I thing he will be great asset to the ICANN Board of Directors.

  48. Elise Gerich says:

Dimitry has been an active participant in the regional addressing community; was one of the pioneers in introducing the Internet in Russia (when it was the Soviet Union); and has served as a Trusted Community Representative for signing the root zone of the Domain Name System. Over his many years of involvement in the introduction and evolution of the Internet, Dimitry has continued to be invested in the stable operation and management of the Global Internet.

  49. Andrei Robachevsky says:

I know Dmitry from the last century, when both of us were building Internet in Russia. Since then our roads crossed several times, most recently when he served on the RIPE NCC Board. I am always impressed with his ability to see the big picture, sometimes from an unusual angle, understanding of the driving forces of the Internet evolution, including governance, his belief in the power of community and a vast social network. I think he will be an excellent addition to the ICANN Board of Directors.

  51. S. Moonesamy says:

I had the pleasure of serving with Dimitry as we are both Crypto Officers in the the Root DNSSEC key management process for the West Coast Facility since 2010. I have had the pleasure of working with Dmitry for twelve years on the Board of the RIPE NCC. He is passionate about the internet and its governance and I have no hesitation about recommending him in his application for seat 10 on the ICANN board.

i’ve known dima since the mid-2000’s when both of us were members of RIR boards of directors. he is unusual for his calmness and insight, balancing well his vision and thought leadership against the consensus building approach that’s so vital to successful internet governance. i hope to work with him again some day. meanwhile, i hope that he succeeds in joining the ICANN board, for which no candidate has ever been better qualified.
