The point is that, if all stakeholders including end-users are
represented in the process to determine conditions of service, there
is a likelihood that the conditions will be acceptable to all,
resulting in peace; whereas if stakeholders are not included in the
establishment of policy, they will inevitably oppose having
conditions of service dictated to them by others, resulting in war.
Conflict, and the instability that results from it, is the product
of an unwillingness to negotiate. Through good faith negotiation,
conflict can be avoided, everyone satisfied, and the system run
smoothly. Without it, there will always be trouble.
