Mac addresses, probably not, at least not yet (of course, if you look at
http://www.caida.org/IPv4space/ you might argue that there isn't really a
shortage of IPv4 address space either).
As for telephone numbers, if you live in the US and have not had the joyful
experience of changing your area code, then you are unusual. In addition, the
expansion of "toll free" service to numbers other than 800 was a direct result
of running out of 800 numbers.

Yeah, those evil commissioners who had no idea that (say) everybody and their
grandmother would have cell phones 50 years after the NANP was created -- they
deserve to be hung from trees.
Regardless of whether or not IPv4 addresses are scarce, are you somehow
indicating that democratic processes result in better management of scarce
resources than purely technical processes?
