Yes, although the contract also says:

"This purchase order, in itself, does not authorize the contractor to make substantive changes in established policy associated with the performance of the IANA functions. Procedures for policy development will remain the subject of a Joint Project Agreement (JPA) between DOC and ICANN. The JPA contemplates that the policy-development procedures developed under the JPA may result in adoption of new or changed policies concerning Internet technical management functions. To the extent those policies require alterations in the manner in which the IANA functions are performed, those alterations may be implemented upon mutual agreement of the parties."

Since the Joint Project Agreement between the Department of Commerce and ICANN is based on the White Paper, and since the ICANN Bylaws are based on the White Paper, the net result is that, with respect to IP Address Policy, the ICANN Board will act to adopt or revise address policies within the framework of its Supporting Organizations and in particular, the ASO MOU, which lodges first order responsibility for study, analysis, public review, and recommendation on address policy with the ASO Council. While the JPA is in effect, the USG retains a right of review of ICANN actions in order to ensure that the objectives of the White Paper are achieved.


  Still, I don't fully understand what IANA's future role is going to

IANA has been, and still is, among its other duties, responsible for day to day administration of IP address policy, working as part of a "food chain" that also includes the staffs of the RIR's and, farther downstream, the staffs of ISPs and other organizations receiving address allocations. Its staff is part of ICANN and the address policies it carries out are those adopted by the ICANN Board after a public process has occurred, including recommendations from the ASO Council and other SO Councils as appropriate. The ICANN staff members with responsibility for IANA-related actions include Louis Touton, Joyce Reynolds, Suzanne Woolf, and Michelle Schipper.
