This language confuses the present situation. Under the White Paper, the ICANN Board is responsible for setting global address policy. It does that, in part, based on recommendations of the ASO Council. The ASO Council is responsible, under its MOU with ICANN, for collecting, analyzing and formulating recommendations on address policy. The various staff components involved, for the Council, for the RIR's, for ICANN/IANA, are charged with carrying out approved policy. Since ICANN and its Supporting Organizations are new and still in transition from old arrangements, most of what we do in coming months will represent fresh steps forward. That should neither inhibit work that needs doing, nor foster actions that have not been thoughtfully considered.


  Putting that thought into words makes me recognize even more
  painfully than before that I'm not aware of a published
  desription or charter for ICANN within the IANA frame-work.
  Any pointers to such a document would be very helpful for me.
There is *VERY* extensive documentation available on the icann web site. The White Paper, Bylaws, MOU's with US Govt and with ASO, ICP-1 etc. And the staff is happy to assist with any questions about charter, etc.
