I think the following statement is more exact.
Under the past and current..(snip)...system, the RIRs are solely
responsible for supervising the subordinate IRs in the region
to allocate and assign IP addresses as well as allocating
and assigning them directly to requesting ....

The point is that not only RIRs but LIRs (and National IRs of APNIC)
are also responsible for allocation and assignment
UNDER SUPERVISION of RIRs.
Also, one statement in "Purpose" needs to be changed in a similar way.

To be more fair, one thing is missing; assignment to RIR itself.
One simple idea is that other RIRs check a requesting RIR's
demonstrated need.
Otherwise, I think this is a very good proposal, including roles of
ICANN and RIRs.
