Main points the GISI –Brazil understand is mandatory

a) Should be created a WORLD FORUM for the Internet Governance based under an International Treat to confer the necessary legitimacy.

b) The agenda of such Forum shall be wide enough to incorporate all aspects of Internet Governance

c) The structure shall have a governmental instance related to nations sovereignty

d) The Brazilian model of Internet governance ( multistakeholders) shall be base for the WORLD Forum model ( the representatives of WGIG understand that will be room for that)

Considering these points will exist they are suggesting some requisites for the functionality of this Forum

1) Shall coordinate a wide agenda under the theme of Internet Governance

Their comments - financial resources and its application, internet backbone, point of exchange of traffic, spam, security, Intellectual property, domain names and addresses, Internet protocols

Here there is a comment regarding to ICANN – “hardly the ICANN will receive more mandates. Nowadays its formal attributions are related to management of domains names , addresses and protocols. The organization is passing trough a process of reorganization that should reduce its responsibilities. However, even with the advent of the new WORLD FORUM, ICANN should keep its operations”

They understand the forum shall have the organization of a steering committee - (almost the ICANN model but out of the influence of only one government)

2) Shall be multistakeholder

Their suggestions for stakeholders : governments + business + third sector + academic community

All segments shall be involved in all phases of the processes

All segments shall have a balanced and equalitarian participation

The representatives shall not act as individuals but as representatives of their segments

3) Shall include a governmental mechanism to allow governments to act related to their responsibilities for an specific issues of public policies

They understand that the Forum shall debate all themes and write recommendations and define public policies and international treats. Only issues related to nations sovereignty shall be approved by a governmental exclusively group.

The government could be represented by a government personnel or another chosen personality. The government instance shall not discuss alone specific topics, but approve or not those topics . When in the presence of a non agreement the governmental opinion shall prevail when the issue is related to a nations sovereignty

4 – Shall not be submitted to the influence or jurisdiction of just one country

The WORLD FORUM shall not be an organizations under the UN, shall be an independent organization recognized by UN and legitimated by an international treat

5 – Shall guarantee nations sovereignty

They understand as nations sovereignty : the global policies that interfere with the sovereignty - the example is the global policies for ccTLDs.

6- Shall work for public and global interest

7- Shall work under the principles of transparency – democracy – multilateralism & responsibility

8 – Shall coordinate all the existent organizations instead of substitute those organizations

9 - shall work with efficacy, efficiency, in practical and speed way

------- shall be flexible and adaptable to adjust its agenda to the development of the internet needs

--------- shall be able to collect themes from the stakeholders and address to the relevant organizations related with the main issues.

---------shall be able to drive new themes and propose these themes to the relevant organizations.

---------shall be able to solve political conflicts as well as coordinate the work among organizations

------- shall work as working groups, the representatives shall not be paid by the Forum ( volunteers)

10 – The world forum shall be self sustainable.

Shall be supported by all organizations and countries in a balanced way ( the influence of one that pays more should not be higher than the others – or find another balanced way to deal with)
