[aso-council] Evolution and Reform Committee Posts Fourth Supplemental ImReport

To the Address Council:

The Evolution and Reform Committee has posted its Fourth Supplemental
Implementation Report, which presents the committee's recommendations
for a Transition Article and adjustments and corrections to the New
Bylaws, all to be considered by the Board in Amsterdam.
