[aso-council] ERC Posts Second Supplemental Implementation Report (with RProposed Bylaws)

To the Address Council:

The ERC has posted a Second Supplemental Implementation Report, with
accompanying revised proposed New Bylaws.  The report and revisions deal
mainly with the At-Large Advisory Committee, the Technical Liaison
Group, and Expert Advisory Panels.  A redline showing changes in
language from the 2 October 2002 version of the proposed New Bylaws is
also posted.
