[aso-council] Evolution and Reform Committee Update on RIR Submissions
To the Address Council:
At the recent APNIC and Ripe meetings, significant concerns were
expressed that the ICANN Evolution and Reform Committee had not given
any formal response to the RIR joint statements of 8 May and 20 June
2002, and particularly that the ERC did not discuss them in its 2
September 2002 Second Implementation Report. To address these concerns,
the Evolution and Reform Committee has drafted a substantive response to
these statements describing the areas in which the ICANN reform plan has
been revised in response to RIR (and addressing community) comments and
explicitly giving its reasons for disagreement with three other RIR
positions that it does not recommend be adopted.

The Evolution and Reform Committee believes that a continuing dialog
with the RIRs is important to ensure that there are no communication
misunderstandings as we proceed with the complex process of reform, and
that both informal and formal exchanges are valuable in this regard.
