Dear ICANN Board Secretary John Jeffrey, In response to your request for advice which was communicated to us on Wednesday, February 4, 2009 which was specifically related to the Global Policy Proposal for the Allocation of the Remaining IP4 Address Space, I respectfully submit the following advice on behalf of the ASO Address Council for consideration by the ICANN Board of Directors: On August 28, 2008, the Global Policy Proposal for Remaining IP4 Address Space was introduced at the first of five Regional Internet Registry meetings in Albuquerque, USA. This IANA to RIR policy creates a policy basis for the process of reserving a minimum amount of available IPv4 address space and for the process of allocating that space to the RIRs at an appropriate time. This allows each RIR community to define a policy on how to distribute the last piece(s) of allocations which best matches their situation. The policy was also submitted for consideration at open RIR meetings in South Africa, Brazil, Germany and New Zealand. After following each region's transparent policy development process "PDP" and in accordance with the ICANN Memorandum of Understanding, its Attachments, and procedures of the ASO AC, the policy was subsequently ratified in each region and deemed to have followed each RIR's required PDP by the ASO AC on January 12, 2009. It is now on your agenda for ratification. The ASO Address Council advises the ICANN Board of Directors that the policy has been globally vetted and reached consensus in open RIR meetings held in all regions, followed each RIR's independent and transparent PDP, that the ASO AC has followed all required procedures related to the proposal, and that there are no roadblocks to its adoption. We further advise the ICANN Board of Directors to ratify this policy, without delay, prior to the close of the 60 day review period as prescribed by the MoU and its Attachments, which ends on April 5, 2009.
