humm - people seem to be taking time to bash the process than evaluate
the proposal - that does not seem to be all that useful

how about looking at the proposal and commenting on it if you have
comments?  note that review on this list is part of process as 
will a ICANN-level public review (I assume) - now is the time
to suggest changes
