I am fairly new to this list so I did not have a chance to comment on
the RIR proposal thread last month.

On the subject of IANA retaining the privilege of delegating address
space, I thought it would be reasonable if it could be established
that the delegation be used for something like experimental testing.
Also, these allocations would would not be eligible for reassignment to
an existing (or future) RIR or other entity without a majority vote of the
ICANN Board.

I can see why ICANN should have some jurisdiction in delegating address
space, for example, in the establishment of future RIRs.

As an aside, perhaps I have missed something, but I don't recall seeing
anything on the subject of procedures by which a new RIR would be
formed.
