Brief biography:
|
Raimundo Beca is a current member of the ICANN Board, appointed by the Address Support Organization. He is also partner at Imaginacción, a Chilean consulting company, and is in the board of several companies, including Puerto San Vicente Talcahuano, where he is Vice chairman of the Board and Armamater, a company that trains, employs and places only disabled people.
His previous roles have included:

Raimundo is Chilean, born in 1940. He holds a degree in Civil Engineering from the Catholic University of Chile and a Masters in Mathematical Economics.
Prior to joining the ICANN Board, Raimundo was a member of the ASO Address Council, appointed first by ARIN and then by LACNIC, a member of the Steering Committee of NIC Chile and a Board Director of LACNIC.
On the ICANN Board, Raimundo has been appointed to the Finance Committee, as a Chair, the Audit Committee, the ICANN Board - GAC Joint Working Group and the President's Strategy Committee.

I have known Raimundo Beca from his first involvement with ARIN many years ago. Of course Raimundo was active in the industry and already a leader long before then.
I learned early that Raimundo was one I could count on to be considerate of the larger perspective and to frankly and fairly represent his views.
It was a pleasure to support Raimundo for a seat on the ICANN Board and to see him succeed in his candidacy. I have been happy with his representation and leadership and so again welcome the opportunity to support him for that position. I hope you will join me in that support.

I strongly endorse re-election of Raimundo Beca for the ASO ICANN Board seat that he currently holds. Having been very actively involved in ICANN continuously since its inception and more specifically since Raimundo was initially appointed to the Board, I have had many occasions to personally interact with him on a variety of ICANN issues and to observe his contributions as an ICANN Director. As a member of the former ICANN Budget Advisory Committee for many years, I also had special interest in the work of the ICANN Board Finance Committee of which Raimundo is a member.
Throughout his tenure on the Board, Raimundo has repeatedly demonstrated the ability to constructively contribute to ICANN decision-making processes, including effectively communicating key points that facilitated Board action as well as a willingness to differ with majority opinion when he deemed appropriate. He has done this during a very critical time and has thus contributed to ICANN's maturation as an organization and a community.
I especially want to call attention to Raimundo's contributions as a member of the ICANN Board Finance Committee because they provide an excellent example of how ICANN has matured in a very measurable way in the past couple of years. For many years, the ICANN Budget Advisory Group made up of ccTLD and gTLD registries, RIR representatives and registrars had recommended that ICANN design it's operational plan and budget to ensure increased accountability by making it easier to associate expenditures with corporate priorities. The currently proposed operational plan clearly demonstrates that huge strides have been made in this regard by presenting operational objectives down to the project level, including measurable objectives, funding levels and association with ICANN strategic objectives. The ICANN Finance Committee and Raimundo as a member of that committee deserve compliments for their work in making this happen.
Finally, in 2007 the ICANN Board will be losing some very key and longstanding members. With that in view, it seems especially important to ensure a reasonable amount of continuity and experience by continuing to benefit from the service of Directors like Raimundo who have been particularly effective.

Beside its technical and professionnal high knowledge, he has a great international experience that is important for ICANN board at this stage of his evolution. I support Raimundo's candidacy for the ASO seat on the ICANN Board. He is technically strong and highly professional, and I also believe that his international expreience adds to the ICANN Board's diversity and open-mindedness. He is a great supporter of the multi-stakeholder model, and is constantly working to increase ICANN's legitimacy in the global arena.
I hope he can continue his excellent work on the Board, and, given that the Board faces turnover, losing some key members in 2007, it is important to have him re-appointed in order to ensure continuity and experience on the Board.

I had the privilege of serving on the ICANN Board with Raimundo Beca from 2004 until 2006 and I would like to offer the following statement in support of his re-election to the ICANN Board as a representative of the ASO. The ASO has an excellent track record for placing well balanced and insightful representatives on the ICANN Board, and Raimundo is no exception. I believe the two current ASO representatives Raimundo Beca and Dave Wodelet provide an excellent overlap of style and insight that serve not only the interests of the ASO, but the greater Internet stakeholder community as well.
The best way to describe Raimundo is by the following nickname that I gave him. Raimundo "Grrrrrrrr Bit Bull" Beca. Raimundo is a straight shooter and a man of conviction, and he would be one of the first people I would pick to be on my team, because I can always count on him giving 110% percent. Both Raimundo and I served on the ICANN Board Finance Committee, which he now chairs, and he was always asking the tough questions. This is an important trait as ICANN's budget continues to grow on an annual basis. I also believe Raimundo's continued leadership and experience on the ICANN Board will be an important asset as the ICANN Board in the next couple of months loses some long serving members such as Alejandro Pisanty and Vint Cerf.
As ICANN continues to evolve, I believe it is critical that there be directors who can effectively communicate with the community regarding the decisions being made, especially those that are complex and controversial. In that regard, I believe the ICANN's Board recent decision regarding the .XXX TLD in Lisbon shows some of the important qualities that I believe are critical on the ICANN Board at this time. While I hold Raimundo Beca and Susan Crawford both in the highest regard, these two directors were actually in total disagreement on the issue at hand. However, what was more important to me than their actual vote, was the manner in which both directors articulated their viewpoints and the basis for their decision and how they communicated this in an open and transparent manner.
For all of the above reasons, I believe Raimundo is the right candidate at this time to continue to represent the ASO on the ICANN Board at this time.

I have been member of the board of ICANN from mid 2003 to the end of 2006 and I have learned about the great enthusiasm and continuous engagement of Raimundo for matters of ASO and beyond of general matters of ICANN. Currently he is chairman if the Board Finance Committee as my successor taking care of this important, sometimes rather difficult task of convincing the ICANN community of the needs to provide adequate resources to fulfill the ICANN mission based on the strategic and operation plans. I would like to express my strong personal support for Raimundo’s candidacy for the ASO seat on the ICANN Board.
I had the honour of serving with Raimundo as a colleague on the ICANN Board in 2004. His ability for clear thinking, his unbiased and independent approach, and his determination to deal fairly and communicate openly on key matters and business under consideration by the ICANN Board was clear from the time he first took up his position as a member of the ICANN Board.
Raimundo’s current work, including as a “long standing” member of the Board Finance Committee which he now also chairs as the successor to Hagen Hulzsch, is of key importance.
I believe that continuity of experience is important, as well as dedication, hard work and commitment to dealing fairly and openly with the challenging issues that an ICANN Board Member has to deal with.
Raimundo, in my opinion, has made an important contribution in his first term as a member of the ICANN Board. At a time when the Board is losing some of its long-standing Board members, Raimundo’s experience and “natural abilities” will be even more appreciated. I hope that the ASO will take this into account in their selection of their candidate to represent the ASO on the ICANN Board.

I fully endorse Raimundo Beca for the ICANN Board. I have had the privilege of working with Raimundo while he has been on the Board and have only the highest respect and admiration for his work on behalf of the community on the board. I am a member of the ICANN stakeholder community, until recently was an elected GNSO Councilor, and have been involved in ICANN since its inception.
The job of an ICANN board member is time consuming, and complex, and demanding in many, many ways. I have always been amazed at the time consuming and complexity of the issues before the ICANN Board. In fact, I am in awe of the challenges that they are expected to deal with. Raimundo has demonstrated commitment, leadership, vision, and an ability to work in extremely diverse, and disparate environment of ICANN, not only with the Board, but with the fuller community. I have had the privilege of interacting with him in particular to the strategic planning processes and related activities at ICANN, where his championship of the need for an effective Strategic and Operational Planning process was critical. He has made a real difference in the financial planning activities/processes for ICANN.
In particular, I take note of his openness to the importance of meeting and interacting openly with the fuller community as a board member, but also supporting and championing the importance of the full board having increased direct interaction with the ICANN community. He has been a strong champion of improving accountability and transparency, and in recognition of his leadership, has recently been appointed to the ICANN President’s Strategy Committee (PSC). This committee is important to ICANN’s continued examination of continued internationalization of ICANN. Raimundo’s background, experience, and knowledge will be of strong service to the full ICANN community, as well as the ICANN board.
The ASO has a long history for electing knowledgeable, committed, competent board members to fill their two ICANN board seats, and I applaud both their history, and suggest that in my view, Raimundo is the best choice for the ICANN board. I base that on both Raimundo’s performance as it is demonstrated in his present term, his commitment, his background, which bridges many diverse communities, and his vision for ICANN’s continued evolution and growth in excellence in execution of its mission.
There are several changes in the composition of leadership at ICANN ahead of us – it is important to have continuity in stable, mature, committed members of the Board to see the evolution of ICANN through these changes and challenges that exist in the global world in which ICANN exists. Raimundo is highly respected in both business and technical issues – a combination that serves the Board, and the ICANN community well.
It is my pleasure, and honor to speak in his behalf, and to urge you to return him to the ICANN board seat for the ASO.

It is with great pleasure and admiration that I write in support of Raimundo Beca’s re-election to the ICANN Board of Directors. I have enjoyed the opportunity to get to know him these past few years through my work in the ICANN community.
Before joining the ICANN Board, Raimundo served on the ASO Address Council at the request of both ARIN and LACNIC, as a member of the Steering Committee of NIC Chile, and as a Director of LACNIC.
On the ICANN Board, Raimundo serves as the Chair of the Finance Committee, leading efforts to make recommendations on the annual budget process and help develop ICANN’s long-range financial objectives. Previously, Raimundo served as Chair of the Audit Committee, upon which he still sits. Both of these are difficult and time-consuming assignments, but that did not deter Raimundo. He is also serving as a member of the GAC Joint Working Group and the President’s Strategy Committee.
In each of these key roles, Raimundo has acted with distinction. He instinctively knows the right questions to ask in order to drill down on complex issues. Despite his many other responsibilities outside of ICANN, he has put in the time needed to become an effective and well-respected member of the Board. He knows and understands the ICANN community and its needs. I am confident that he will continue to do an outstanding job, serving as a credit to both ICANN and the ASO.

I would like to express my personal support for Raimundo’s candidacy for a new term at the ASO seat on the ICANN Board.
We had chance to interact with each other on different subjects within ICANN processes.
In addition to its technical and professional competencies, he has a huge international experience. Both are important for the ICANN board in is current stage. And it is also important that some of the actual members of the board stay as some of the long standing and important figures will be departing.
Fluent in many languages, Raimundo is always volunteering to participate to discussion and meeting in different languages including French.
His multi lingual and cultural behaviour is very important to understand various positions specifically South Americans and European ones.
