Motivation for serving |
Since
1999, I have served as a member of the ASO Address Council,
appointed first by Arin and, after
its recognition, by Lacnic. I have also served, since its constitution
in 1999, at Lacnic’s Board. In particular, at these positions,
I have been fully involved in the establishment of the NRO
and, as well, in the current negotiation of a new ASO MOU.
Hence, I believe that my election to the ICANN Board, appointed
by the ASO AC, provides to the address community a full guarantee
that its interests as a stakeholder will be properly represented.
Notwithstanding, I am familiar too with all the other issues
related to the Internet. In addition, I have a very large experience
seating in the boards of large and medium size profit and non
profit corporations, which certainly should be of a great help
to the ICANN Board. Last but not least, I have a very large
experience too dealing with multilateral governmental and non
governmental organizations, which in the current international
debate about the Internet governance should also be, in my
opinion, extremely helpful. |

I have known Raimundo Beca professionnaly for more
than 20 years. He was responsible for the French
electronic information policy at the Ministry of Industry. I
was working in the same field for the Ministry of
Research. During the eighties, I had the opportunity to
work with him on projects regarding the development of
French and European databanks.
We represented France in several commitees of the
European Commission including the Commitee for
Scientific and Technical Information and the Commitee
for Innovation and Technological Transfer.
I believe that Raimundo has several essential qualities
for the job : he always as been a devoted civil servant,
he knows the meaning of Public Service and he as the
indispensable vision, in a fast evolving field; long
before the birth of the Internet Raimundo anticipated
business and consumer usage of information
technologies.
